What this bill would do
This bill requires the National Institute of Standards and Technology to set up task forces within 90 days of the law being enacted. These task forces will work on developing technical standards and guidelines to help identify content created by generative artificial intelligence. The effort includes supporting the creation of content provenance metadata, watermarking, and digital fingerprinting for audio, visual, and text-based content. The task forces must include a wide variety of members, including federal agencies, AI developers, privacy advocates, and labor organizations. Each task force is required to submit a report with recommendations to the Director of the National Institute of Standards and Technology within 270 days. They must also submit annual reports to specific committees in the House of Representatives and the Senate for five years.

Potential Positive Impacts for People
-
Better Identification of AI Content: Section 2(a)(1)(A) and Section 2(a)(1)(B) require task forces to support technical standards and guidelines for content provenance metadata, watermarking, and digital fingerprinting, and to help online providers identify and label audio or visual content created by generative AI. This is positive because it helps people easily tell when they are looking at or listening to content made by artificial intelligence.
-
Protecting People's Text From Unmarked AI Use: Section 2(a)(1)(C) supports the development of standards to identify and label text-based content created or modified by generative AI, including embedding provenance data or watermarks. This is positive because it helps individuals know the true origin of written text.
-
Inclusion of Diverse Experts: Section 2(a)(3) requires the Director to include privacy advocates, human rights lawyers, labor organizations, media organizations, and creator associations in the task forces. This is positive because it ensures that many different viewpoints and experts are looking out for the public interest.
-
Safeguarding Personal Privacy: Section 2(a)(5) directs the task forces to consider issuing guidance for online service providers to store and display metadata in a privacy-preserving manner, and to give users options to limit data sharing that has privacy implications. This is positive because it protects the personal privacy of everyday users when they share content.
Potential Negative Impacts for People
- Potential Burdens from Compliance and Rules: The provided text does not explicitly detail negative consequences or burdens for individuals or groups of people resulting from the bill.
