What this bill would do
This bill, known as the "ACCURATE Act," directs the Under Secretary of Commerce for Standards and Technology to establish a Commission on Hazard Risk Assessment Tools. The Commission will serve in an advisory capacity to identify the tools, data, and standards needed for Federal agencies to evaluate natural hazards. It tasks the Commission with developing recommended standards, specifications, and methodologies for the quality control of these tools. The Under Secretary will review these recommendations to determine whether to adopt or modify them for agency use. Additionally, the Act outlines specific membership requirements and conflict of interest protocols for the Commission. The Commission is scheduled to terminate five years after the Act is enacted.

Potential Positive Impacts for People
-
Improved Hazard Information: The Commission is tasked with identifying necessary tools such as flood maps, hazard maps, and risk scores (Section 2(b)(1)). This could lead to more accurate information regarding natural hazards.
-
Quality Control of Risk Models: The Commission will develop standards and specifications to validate the quality control of hazard risk assessment tools (Section 2(b)(3)). This aims to address data inputs, model assumptions, and the validation of model outputs.
-
Standardized Data Collection: The development of standardized methodologies and protocols for collecting and analyzing data could improve the consistency of hazard risk assessments (Section 2(b)(4)).
-
Better Procurement Practices: The Commission will recommend best practices for Federal agencies when buying hazard risk assessment tools, focusing on reliability, accuracy, and transparency (Section 2(b)(6)).
Potential Negative Impacts for People
-
Compliance Burdens for Private Sector Purveyors: Companies selling hazard risk assessment tools to Federal agencies must document how their products conform to established standards (Section 2(f)(2)). If a tool undergoes a "material change," the provider must provide new documentation to prove it still conforms to the standards (Section 2(f)(2)).
-
Potential Conflict of Interest Risks: While the bill requires disclosure, members of the Commission who are not Special Government Employees must report direct financial interests, affiliations, or family connections to the Chairperson (Section 2(d)(1) and (2(d)(3)). This highlights the potential for financial interests to influence the development of standards.
