What this bill would do
This bill, known as the "Rehabilitation Through Reading Act of 2026," aims to create an independent review process for banning books in Bureau of Prisons facilities. It requires the Director to establish a Publication Review Committee consisting of at least five members, including a professional librarian and an individual in custody. Under this Act, the Director can only prohibit a book if the Committee approves a written request. The Committee is prohibited from banning books simply to eliminate disfavored viewpoints or content. Additionally, individuals in custody have the right to appeal book prohibitions. The Director must also submit an annual report to Congress regarding prohibited books and the status of any appeals.
