What this bill would do
This bill, known as the "Enhancing Bank Resolution Participation Act," directs the Comptroller of the Currency, the FDIC, and the Federal Reserve to conduct a joint study. The study focuses on shelf charters and modified bidder qualification processes. It examines the use of these tools since January 1, 2008, including their role in 2023 bank receiverships. The agencies must also look at the impact these processes have on financial stability and the availability of consumer financial products. Additionally, the study will evaluate the benefits and risks of private equity ownership of banks through these methods. Finally, the agencies are required to submit a report to House and Senate committees within one year of enactment.
