What this bill would do
This bill directs the Secretary of Agriculture to establish a program to pay covered producers for the full cost of carrying out GAP audits. Covered producers include small farms with an average adjusted gross income of less than $350,000 or beginning farmers and ranchers. The Secretary will use funds from the Commodity Credit Corporation to fund these payments. The program requires annual reports to House and Senate Agriculture Committees regarding the number of producers helped and their increased market access. This authority is set to expire five years after the Act is enacted.

Who it would affect, and how
Potential Positive Impacts for People
-
Financial Relief for Small Farms: The Secretary will establish a program to pay covered producers the full cost incurred for carrying out a GAP audit (Section 2(a)). This provides direct financial assistance to those meeting specific income or status requirements.
-
Support for Beginning Farmers: The program specifically includes "beginning farmer or rancher" as a covered producer (Section 2(d)(1)(A)(ii)), which can help new participants in the industry.
-
Increased Market Access: The program aims to help producers gain access to retail food stores that require a GAP audit as a condition for access (Section 2(b)(2)).
Potential Negative Impacts for People
-
Limited Duration of Support: The authority for this program is subject to a sunset provision, meaning it will terminate five years after the date of enactment (Section 2(d)).
-
Conditional Eligibility: To be considered a covered producer, individuals must meet "other requirements as the Secretary may determine appropriate" (Section 2(d)(1)(B)), which adds uncertainty regarding who can access the funds.
