What this bill would do
The Climate Solutions Act of 2025 aims to reduce greenhouse gas emissions and protect the climate. It mandates that 100 percent of retail electric energy sold in the U.S. come from renewable sources by 2035. The bill also sets cumulative energy efficiency savings targets for electricity and natural gas suppliers through 2032. Additionally, it requires the EPA to set net emissions reduction targets to reach zero emissions by 2050. The Act includes a process for the National Academies to review progress every five years.

Who it would affect, and how
Potential Positive Impacts for People
- Consumer Savings and Health: The bill notes that clean, renewable energy and energy efficiency technologies can save consumers money and clean the air, which protects against adverse health effects like asthma (Sec. 2).
- Environmental Protection: The Act seeks to prevent "dangerous anthropogenic interference" with the climate, which would reduce risks like the disintegration of the Greenland ice sheet and the devastation of coastal population centers (Sec. 2).
- Economic Growth: The bill cites the State of California as an example where renewable energy standards and emissions regulations have fostered significant economic growth (Sec. 2).
- Reduced Resource Dependence: The use of energy efficiency and renewable technologies is identified as a way to reduce dependence on oil and enhance national security (Sec. 2).
- Support for Vulnerable Communities: The findings acknowledge that climate change disproportionately harms the most vulnerable communities, and the bill's goals aim to minimize these dangers (Sec. 2).
Potential Negative Impacts for People
- Regulatory Burdens on Suppliers: Retail electric energy and natural gas suppliers must meet specific, cumulative annual savings targets, which may create operational burdens (Sec. 201(c)).
- Strict Energy Mandates: The requirement that 100 percent of retail electric energy be from renewable sources by 2035 may create significant pressure on energy infrastructure and providers (Sec. 101(a)).
- Increased Federal Regulation: The EPA is granted the authority to promulgate regulations to implement net emissions targets, which may include "emissions performance standards" and "technology-based requirements" for various sources or sectors (Sec. 301, Sec. 303(c)).
