What this bill would do
The Warrior Road Act aims to prioritize highway improvement projects that support national defense. It requires the Secretary of Transportation to create a priority list of the three highest priority civil defense highway projects for each State. The Secretary must also report a list of highway projects that promote national defense to Congress. Additionally, the bill mandates that priority be given to these national defense projects when awarding discretionary grants and disbursing apportionment funds.

Who it would affect, and how
Potential Positive Impacts for People
-
Improved Civil Defense Infrastructure: By requiring a priority listing of the three highest priority projects from each State relative to civil defense aspects of highways, the bill focuses on essential infrastructure (Section 2).
-
Clearer Identification of Defense Needs: The requirement for a report listing highway improvement projects that promote national defense helps identify critical projects consistent with highway funding purposes (Section 3).
Potential Negative Impacts for People
-
Reduced Funding for Non-Defense Projects: Because the Secretary of Transportation must give priority to national defense projects when awarding discretionary grants, other types of highway projects may receive less funding (Section 4(a)).
-
Restricted Eligibility for Funds: States or metropolitan planning organizations must prioritize national defense projects to be eligible for the disbursement of apportionment funds, which may limit their ability to prioritize other local transportation needs (Section 4(b)).
