What this bill would do
This bill is known as the Improving Police Critical Aid for Responding to Emergencies Act or the Improving Police CARE Act. It sets rules for trauma kits bought with money from the Edward Byrne Memorial Justice Assistance Grant Program. The Director of the Bureau of Justice Assistance must create performance standards for these trauma kits within 180 days. These standards will be made after consulting with medical professionals, trauma surgeons, emergency medical response professionals, and law enforcement organizations. The bill requires trauma kits to include specific items like a recommended tourniquet, a bleeding control bandage, protective gloves, a marker, scissors, instructional documents, and a holding container. Grantees can also separately buy and assemble components to make trauma kits that meet the standards.
