What this bill would do
This bill, known as the "Stop Ineffective Paper Straws Act" or the "SIPS Act," aims to end the procurement and forced use of paper straws. It seeks to codify a proposed rule from the Federal Acquisition Regulatory Council. Under this act, covered agencies must ensure any straws provided have the strength and durability of a plastic straw. Bidders must also represent that they do not have policies promoting paper straws or penalizing plastic straws. Additionally, bidders are prohibited from providing paper straws during contract performance.
