What this bill would do

This bill is known as the Parity in Diplomatic Security Investigations Act. It states that the Secretary of State should delegate pre-approval authority for intercepting wire, oral, or electronic communications. This authority would go to the Assistant Secretary of State for Diplomatic Security or the Principal Deputy Assistant Secretary of State for Diplomatic Security. Currently, the Department of State's process requires the Secretary of State's pre-approval for each instance, which restricts agents from getting timely approval. The bill expresses that Diplomatic Security special agents should be able to conduct recordings like other federal law enforcement agencies. Additionally, it states that the Secretary of State should revise the Foreign Affairs Manual within 90 days of enactment.
