What this bill would do
The "Bunker Buster Act of 2025" authorizes the President to take specific actions to ensure Israel is prepared for various contingencies should Iran seek to develop a nuclear weapon. Upon a request from the Government of Israel, the President may authorize the construction of infrastructure, such as extended runways and munition storage, to accommodate large ordnance systems designed to destroy underground nuclear infrastructure. The bill also allows for the storage and potential transfer of the Massive Ordnance Penetrator (MOP) or related munitions to Israeli custody under specific certified conditions. Additionally, the act provides for the training of Israeli personnel and joint research and development to enhance ordnance capabilities. This includes developing capabilities to destroy underground Iranian nuclear facilities and Hezbollah rocket storage. The Act explicitly states it is not an authorization for the use of military force against Iran.
