What this bill would do
The Gold Reserve Transparency Act of 2025 aims to conduct the first true audit of gold owned by the United States in over 65 years. The Comptroller General will hire a qualified, independent, third-party auditor to perform this task within nine months of the act's enactment. After the initial audit, these procedures must be repeated every five years. The audit includes a full assay, inventory, and accounting of all gold reserves, including those in deep storage or held by third parties. The Comptroller General must also report findings to Congress and the Secretary of the Treasury. Finally, these reports must be made available to the public on the internet.

Who it would affect, and how
Potential Positive Impacts for People
-
Increased Transparency: The Comptroller General is required to make the results, findings, and determinations of the audit available to the public on the internet (Section 2(b)). This provides the public with direct access to the findings.
-
Comprehensive Oversight: The bill mandates a full accounting of all sales, purchases, disbursements, or receipts from the past 50 years, including specific terms and parties involved (Section 2(a)(4)). This ensures a detailed history of gold transactions is documented.
-
Security Assessment: The audit includes an analysis of how well the government is ensuring the physical security of the gold reserves (Section 2(a)(2)).
-
Identification of Interests: The act requires a full accounting of all gold where the U.S. Government has a direct or indirect interest, including gold held by third parties like the International Monetary Fund or foreign central banks (Section 2(a)(5)).
Potential Negative Impacts for People
- Security Risks: The bill notes that redactions are permitted for the underlying details of the analysis regarding the physical security of the gold reserves (Section 2(b)). This implies that full disclosure of security measures could potentially compromise the safety of the reserves.
