What this bill would do
This bill is known as the Horse Transportation Safety Act of 2025. It makes changes to title 49 of the United States Code. The bill prohibits transporting horses in interstate transportation using a motor vehicle that has two or more levels stacked on top of one another. A motor vehicle is defined as a vehicle driven or drawn by mechanical power manufactured for public highways, but does not include rail vehicles. Anyone who knowingly violates this rule faces a civil penalty of at least $100 and not more than $500 for each violation. A separate violation occurs for each horse transported in this way.

Who it would affect, and how
Potential Positive Impacts for People
- Section 2: This section prohibits transporting horses across state lines in motor vehicles with two or more levels stacked on top of each other. This provision might be considered positive because it stops a specific type of multi-level vehicle transport for horses.
Potential Negative Impacts for People
- Section 2: This section creates a civil penalty for anyone who knowingly violates the multi-level transport prohibition, ranging from $100 to $500 for each violation, with a separate violation for each horse transported. This provision might be considered a burden or negative because individuals or groups who transport horses could face these civil fines for violations.
