What this bill would do
This bill is called the BOP Direct-Hire Authority Act. It gives the Director of the Bureau of Prisons the power to directly hire qualified candidates for positions at Bureau of Prisons facilities. This hiring power bypasses certain standard civil service rules. However, the special hiring authority has an expiration date. It will end once 96 percent of the total competitive service positions at all Bureau of Prisons facilities are filled, based on the number of positions that exist when the law is enacted.

Potential Positive Impacts for People
- Faster hiring for prison facilities: According to Section 2(a), the Director of the Bureau of Prisons can appoint qualified candidates directly without following many of the usual government hiring rules. This could be seen as a positive because it cuts through red tape to fill open jobs more quickly.
Potential Negative Impacts for People
- Bypassing standard rules: Based on Section 2(a), the bill allows the Director to bypass most of subchapter I of chapter 33 when hiring. Some might view this lack of standard hiring procedures as a negative because it removes traditional checks and balances for filling government positions.
