What this bill would do
The REG Budgeting Act of 2025 requires the Director of the Office of Management and Budget to set annual limits on additional unfunded regulatory costs. These limits apply to the total amount across all agencies and to each individual agency head. Agencies must submit proposed limits and detailed information for review. If a rule would cause costs to exceed the established limit, it cannot take effect without Congressional approval via joint resolution. The bill also establishes an Associate Administrator for Regulatory Budgeting to oversee these processes.
