What this bill would do
This bill is called the "Protection from Cumulative Emissions and Underenforcement of Environmental Law Act of 2025". It requires the EPA Administrator to create and implement a protocol to assess and address public health risks from multiple environmental stressors. The bill also requires the identification of at least 100 environmental justice communities that have a higher than average number of environmental law violations. -
Addressing Cumulative Health Risks: The bill requires a protocol to assess and address health risks from stressors like climate change (extreme heat, wildfires, flooding) and pollutants regulated under laws like the Clean Air Act and Safe Drinking Water Act. This could improve public health by addressing multiple stressors together (Section 2).
-
Public Input on Health Protocols: The Administrator must allow for public comment and hold at least four public hearings to maximize input on the proposed health risk protocol (Section 2(a)(3)).
-
Targeted Help for Overburdened Communities: The bill focuses on identifying at least 100 environmental justice communities with higher than average environmental law violations to find root causes and reduce those violations (Section 3(a) and 3(b)).
-
Community Engagement: The Administrator is required to engage with the residents of the identified overburdened communities to analyze why so many violations are occurring (Section 3(b)(1)).
