What this bill would do

The Keep Americans Safe Act aims to regulate large capacity ammunition feeding devices. It defines these devices as magazines, belts, or drums that can hold more than 15 rounds of ammunition, excluding certain .22 caliber devices. The bill makes it unlawful to import, sell, manufacture, transfer, or possess these devices in or affecting interstate or foreign commerce. However, it provides exceptions for law enforcement, government agencies, and specific security personnel. It also requires new devices to include serial numbers and manufacturing dates. Finally, the bill allows for the use of Byrne Grants to compensate people through buy-back programs.
