What this bill would do
The "Biliteracy Education Seal and Teaching Act," or the "BEST Act," provides competitive grants to States to establish or improve Seal of Biliteracy programs. These programs recognize high-level student proficiency in speaking, reading, and writing in both English and a second language. The act also supports early language programs. The bill aims to recognize student achievements that can be utilized by employers and higher education institutions. Funds are authorized for fiscal years 2025 through 2029.
