What this bill would do
This bill is known as the Presidential Emergency Action to Stabilize Energy Act or the EASE Act. It allows the President to temporarily suspend the gas tax during certain national emergencies. The suspension applies to taxable fuel removed, entered, or sold during a defined national emergency gas tax suspension period. This suspension period lasts for 60 days, but the President can extend it to 120 days by notifying Congress. The bill requires transfers from the general fund to the Highway Trust Fund and the Leaking Underground Storage Tank Trust Fund to make up for the reduced tax amounts. The authority for this gas tax suspension ends after December 31, 2028.

Potential Positive Impacts for People
-
Section 2(a) allows the President to set the gas tax rate to zero and stop the Leaking Underground Storage Tank Trust Fund financing rate during a national emergency gas tax suspension period. This could benefit everyday people by lowering the price of fuel when there is a substantial increase in price or a supply disruption.
-
Section 2(a) requires the Secretary to transfer money from the general fund to the Highway Trust Fund and the Leaking Underground Storage Tank Trust Fund to cover the lost tax revenue. This ensures that the trust funds still receive the money they need despite the temporary tax suspension.
