What this bill would do
This bill, titled the Stop the Settlements Act, requires the President to impose mandatory sanctions on foreign persons responsible for or complicit in building or expanding Israeli settlements or outposts in the West Bank or Gaza on or after September 30, 2026. It also allows for discretionary sanctions against those who finance or support these settlement activities in a way that undermines a future Palestinian state. Additionally, the legislation directs the Financial Crimes Enforcement Network to issue guidance to financial institutions regarding these activities. It bans the importation of goods produced wholly or in part in those Israeli settlements or outposts into the United States. Finally, the provisions of this Act will terminate ten years after its enactment.

Who it would affect, and how
Potential Positive Impacts for People
- Humanitarian Protection (Section 2(d)(3)): This section explicitly states that sanctions will not apply to transactions involving agricultural commodities, food, medicine, medical devices, or humanitarian assistance. This ensures that regular people who rely on aid will not be cut off from life-saving supplies due to the sanctions.
Potential Negative Impacts for People
- Trade Restrictions (Section 4(a)): This provision bans the importation into the United States of any goods produced or manufactured wholly or in part in Israeli settlements or outposts in the West Bank or Gaza. This could negatively affect specific businesses, workers, and producers tied to those regions by completely cutting off access to the U.S. market for their goods.
