What this bill would do
This bill is called the Margin Eligibility Modernization Act. It orders the Board of Governors of the Federal Reserve System to change its rules regarding OTC margin stock. Specifically, the Federal Reserve must update the definition within 90 days of the bill's enactment. If the Federal Reserve fails to issue the rule in time, the definition will automatically change until the rule is issued. Finally, the bill requires a report to be sent to specific Congressional committees five years after the rule is issued.

Potential Positive Impacts for People
- Section 2(a): This section requires the Federal Reserve to expand the definition of OTC margin stock to include certain over-the-counter equity securities that have a ready market. This might be considered positive because it updates the rules to cover more securities that have an active market.
Potential Negative Impacts for People
- Section 2(c): This section requires the Federal Reserve to submit a report to Congress after five years to assess the credit extended by reason of the rule and any associated risks to the financial system. This might be considered a burden or negative because it highlights that the rule could potentially introduce risks to the financial system that need to be monitored over a five-year period.
