What this bill would do
The Public Service Homeownership Assistance Act authorizes the Secretary of Housing and Urban Development to provide loans to certain public employees. Beginning January 1, 2027, these loans can be used to pay for a downpayment or closing costs for an eligible residential property. The loan amounts are set between a minimum of $10,000 and a maximum of $20,000. The loans are secured by the property and hold a lien that is subordinate to the first mortgage. Recipients must occupy the property within 60 days of receiving the loan.

Potential Positive Impacts for People
-
Financial Assistance for Homeownership: Covered public employees, which includes those working for Federal, State, Tribal, or local government agencies, can receive loans to help pay for downpayments or closing costs (Section 2(a) and 2(d)).
-
Flexibility in Funding: Public employees are allowed to use this loan in conjunction with other Federal or State assistance or other loan programs (Section 2(g)).
-
Property Accessibility: The program allows for the purchase of residential properties consisting of 1 to 4 dwelling units (Section 2(h)(4)).
Potential Negative Impacts for People

Strict Occupancy Requirements: To keep the loan, the employee must occupy the property for at least 182 days each calendar year; failure to do so triggers the start of loan repayment (Section 2(f)(2) and 2(h)(4)).
-
Mandatory Repayment Triggers: Repayment of the loan, which is amortized over 10 years, must begin if the employee sells the property, transfers it to another person, or performs a cash out refinance (Section 2(f)).
-
Debt Obligations: Employees are required to move into the property no later than 60 days after the loan is issued (Section 2(e)).
