What this amendment would do

  • Mr. Marshall submitted SA 994 to the concurrent resolution S. Con. Res. 7 for the fiscal year 2025 budget.

  • The amendment adds a new section at the end of title III titled DEFICIT-NEUTRAL RESERVE FUND RELATING TO PROVIDING INCREASED AIR TRAVEL SAFETY.

  • It allows the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other levels, and make adjustments to the pay-as-you-go ledger.

  • These revisions and adjustments apply to legislation relating to air travel safety, which may include merit-based air traffic controller staffing.

  • The changes are allowed as long as the legislation does not increase the deficit over the total fiscal years of 2025 through 2029 or 2025 through 2034.
