What this amendment would do
Mr. Murphy, along with Mr. Padilla, put forward an amendment numbered SA 966 to the congressional budget resolution for fiscal year 2025. Plain and simple, the purpose of this amendment is to protect folks who have lived through a disaster by making it harder for the government to cut the help they rely on.
What the amendment aims to change or add
The amendment adds a new rule—known as a point of order—to the Senate. Here is what that rule does:
-
It stops the Senate from considering any bill, resolution, motion, or amendment that would reduce the amount of assistance given to disaster survivors by the Federal Emergency Management Agency (FEMA), including help from FEMA's Disaster Relief Fund.
-
It makes it so this new rule can only be waived or suspended if three-fifths of the sworn Senators vote to do so.
-
It also requires that same three-fifths vote if someone wants to appeal a ruling made by the Chair regarding this rule.
