What this amendment would do

Mr. Kaine submitted this amendment to create a point of order in the Senate.

What it Aims to Change or Add

  • It aims to stop the Senate from considering certain bills, joint resolutions, amendments, or conference reports that would suspend U.S. foreign assistance funding provided by the Department of State or the United States Agency for International Development to faith-based organizations or faith-based implementing agencies.

  • It adds a rule that this point of order can only be waived or suspended, or an appeal of the Chair's ruling sustained, by an affirmative vote of three-fifths of the sworn Members of the Senate.
