What this amendment would do

MR. PADILLA submitted SA 743, which is an amendment intended to be proposed to the concurrent resolution S. Con. Res. 7 for the fiscal year 2025 congressional budget.

Purpose and Changes

The purpose of this amendment is to add a new point of order to title IV regarding reconciliation legislation that has unknown impacts on inflation.

  • It aims to make it not in order in the Senate to consider certain bills, joint resolutions, amendments, or conference reports unless the Congressional Budget Office has provided an estimate of the effect the measure would have on inflation.
  • It allows this rule to be waived or suspended only by an affirmative vote of three-fifths of the duly chosen and sworn Members of the Senate.
  • It requires an affirmative vote of three-fifths of the duly chosen and sworn Members of the Senate to sustain an appeal of the ruling of the Chair on this point of order.
