What this amendment would do

As your analyst, let's look at what this amendment is trying to do for us. Ms. Warren and Mr. Kaine put forward SA 727, which creates a deficit-neutral reserve fund relating to a specific prohibition.

The purpose of this is to prohibit a Cabinet member, anyone whose interests are imputed to them, or their immediate family from holding a contingency fee interest in litigation focused on issues under their jurisdiction.

To make this happen, the amendment aims to allow the Chairman of the Senate Committee on the Budget to revise allocations, aggregates, and other appropriate levels in the resolution, and make adjustments to the pay-as-you-go ledger. This is allowed for legislation relating to the interests of Cabinet members in ongoing litigation, as long as the legislation does not increase the deficit from fiscal year 2025 through 2034.
