What this amendment would do
This amendment is known as the ``Unlocking Native Lands and Opportunities for Commerce and Key Economic Developments Act of 2025''. Its main purpose is to make changes regarding tribal leases and rights-of-way across Indian land.
The amendment aims to change the law by allowing Indian tribes to grant rights-of-way across their tribal land for any purpose without needing the approval of the Secretary of the Interior, provided they do so under a tribal regulation that has been approved by the Secretary of the Interior. It also sets up rules for how the Secretary of the Interior must review and approve these tribal regulations, including requirements for environmental reviews and public comment periods. Furthermore, the amendment removes certain lease term limits from the Long-Term Leasing Act and makes technical corrections regarding the Secretary of the Interior.
