What this amendment would do
As folks looking out for the good of the people and holding our officials accountable, we need to know what our leaders are trying to change. This amendment, submitted by Mr. Booker and Mr. Murphy, adds specific rules regarding transfer protections and compensation for college sports coaches to the bill.
Key Changes Added to the Bill
-
Transfer Protections for Coaches: The amendment allows a coach to transfer from one four-year institution to another once without losing or delaying their coaching eligibility. It allows a second transfer with a loss of eligibility to coach during the first academic year following the transfer. It also allows additional transfers without losing or delaying eligibility if the coached sport is discontinued, or if the coach experiences sexual assault or harassment by an individual associated with the institution they are leaving.
-
Endorsement Contracts: It states that any endorsement contract for a varsity sports team coach is invalid unless it is for a valid business purpose and matches the pay given to people with a similar profile, reputation, or notability who are not coaches or prospective coaches. It also requires institutions to include information on these endorsement contracts in required disclosures.
-
Cap for Contract Buyouts and Termination Fees: It limits any contract buyout or termination fee payable to a varsity sports team coach so it cannot exceed the greatest annual compensation paid to the coach under that contract, excluding bonuses. This applies to contracts entered into on or after the date of enactment.
-
Salary Cap for Coaches: It sets a limit stating that an institution may not provide compensation to a varsity sports team coach that exceeds $5,000,000 per year. This applies to agreements entered into on or after the date of enactment.

A vote on one change, not on the bill. A bill can collect dozens of these, and losing one does not stop it.
