What this amendment would do

If we want to keep our college sports honest and hold people accountable, we need to know where the money is coming from. This amendment aims to add a new section to the bill that requires the disclosure of foreign financing in intercollegiate athletics.

Key Changes Added to the Bill

  • Reporting Money Received: It requires institutions, conferences, and intercollegiate athletic associations to report amounts exceeding $600 in value that they receive relating to intercollegiate athletics from a foreign government, a foreign adversary, a state-owned enterprise, or a sovereign wealth fund.

  • Deadlines for Reporting: These disclosures must be made within 30 days of entering into a transaction, receiving funds, or experiencing a material change that impacts a previous disclosure.

  • Annual Reports to Officials: By August 1 of each year, each intercollegiate athletic association must submit a report of these disclosures and any foreign funds it received to the Secretary of Education, the Senate Committee on Commerce, Science, and Transportation, and the House Committee on Energy and Commerce.

  • Public Transparency: Associations must also publish an updated disclosure on a publicly available website by January 31 and July 31 of each year.
