What this amendment would do

As folks who expect transparency from our public systems, we need to know who is funding our college sports. Mr. Scott of South Carolina submitted amendment SA 6813 to hold folks accountable by adding a new section to the bill that requires the disclosure of foreign financing in intercollegiate athletics.

The amendment aims to add rules requiring certain people and groups—like schools, conferences, student athletes, and agents—to disclose all money they receive related to college sports from foreign governments, foreign adversaries, state-owned enterprises, sovereign wealth funds, or other foreign sources. These disclosures must generally be made within 30 days of a transaction, receiving funds, or any material change, or included in specific name, image, and likeness disclosures.

Additionally, the amendment requires intercollegiate athletic associations to report these disclosures and any foreign money they receive themselves to the Secretary of Education and specific congressional committees by August 1 of each year. They must also publish this updated information on a publicly available website by January 31 and July 31 of each year.
