What this amendment would do
This amendment introduces the Institutional Grants for New Infrastructure, Technology, and Education for HBCU Excellence Act or the IGNITE HBCU Excellence Act. Its purpose is to provide competitive grants to support long-term improvements to the facilities of eligible historically black colleges and universities and other eligible entities.
The amendment aims to add provisions to the bill that authorize the Secretary of Education to award grants for campus facility construction, modernization, deferred maintenance repairs, technology upgrades like high-speed broadband, and the purchase of research-related equipment. It also sets up priority criteria for who gets the money, outlines permitted and prohibited uses for the funds, requires facilities master plans, provides for certain loan repayments under the HBCU Capital Financing Program, and mandates regular reports to Congress on how the money is spent and implemented.
