What this amendment would do

SA 6725, submitted by Mr. Husted, is an amendment to bill S. 4784, which deals with appropriations for military activities, military construction, and defense activities of the Department of Energy for fiscal year 2027.

The purpose of this amendment is to require the Director of the Defense Logistics Agency to provide a briefing and written summary to congressional defense committees within 180 days of the Act's enactment.

This summary must address the following:

  • Whether high-pressure, high-temperature synthetic diamond and cubic boron nitride should be designated as strategic and critical materials for stockpile purposes.

  • Whether these materials should be included in the next biennial stockpile requirements report from the Department of Defense to Congress.

  • The sufficiency and extent of current domestic production capability, including the potential for reactivation and surge, compared to identified shortfalls.
