What this amendment would do

The amendment, titled the National Quantum Initiative Reauthorization Act of 2026, aims to update and expand the existing National Quantum Initiative Act. Its primary purpose is to broaden the scope of quantum research from just "science and technology" to include science, engineering, and technology.

The amendment adds or changes the following:

  • Definitions and Scope: It introduces new definitions for terms like quantum applications, quantum computing, quantum networking, quantum sensing, and supply chain shock. It also defines foreign countries or entities of concern to protect national security.

  • New Programs and Initiatives:

    • Establishes an International Quantum Cooperation Strategy to work with allies.
    • Creates National Quantum Prize Challenges to speed up the development of algorithms and applications.
    • Sets up National Institute of Standards and Technology (NIST) Quantum Centers and Quantum Testbeds to move research toward real-world use.
    • Adds a specific title for NASA Quantum Activities, authorizing research for space and aeronautics.
  • Workforce and Education: It expands STEM education and workforce development, including new quantum traineeships, fellowships, and scholarships through the National Science Foundation.

  • Security and Oversight:

    • Implements strict prohibitions on funding for institutions with Confucius Institutes or those involving foreign entities of concern.
    • Requires the Advisory Committee to conduct annual evaluations of the program's effectiveness and submit public summaries for transparency.
    • Mandates a National Quantum Cybersecurity Upgrade Strategy to move federal agencies toward post-quantum cryptography.
  • Administrative Actions:

    • Extends the sunset date of the National Quantum Initiative to December 30, 2034.
    • Terminates the National Nanotechnology Program 180 days after the act is passed.
    • Requires the Comptroller General and the Office of Science and Technology Policy to review and reduce unnecessary paperwork and regulatory barriers.
