What this amendment would do

SA 6659, submitted by Mr. Schatz, aims to add a new section to bill S. 4784. Its purpose is to require the Secretary of Defense, working with the Secretary of State if needed, to provide a report to Congress regarding the risk exposure of United States installations in the Persian Gulf.

The amendment adds requirements for the report to include:

  • An analysis of risks from state and non-state actors, specifically vulnerabilities to attacks from the Islamic Republic of Iran.

  • A battle damage assessment of how Iranian drone and ballistic missile attacks in 2026 impacted United States installations, including cost estimates of damages, enduring damages affecting readiness, and remaining vulnerabilities.

  • Assessments of necessary site hardening, measures taken to prepare for strikes, and future operational impacts if hardening is not completed.

  • An evaluation of available capabilities to handle drone attack waves and the cost of countermeasures, including the expected cost share of host nations.

  • A joint assessment by the Secretary of Defense and Secretary of State on how targeting these installations by the Islamic Republic of Iran affects bilateral relations with host nations, including their views on long-term security benefits and liabilities of hosting.

The report must be submitted in unclassified form with a classified annex to the House and Senate committees on Armed Services, Foreign Relations, and Foreign Affairs.
