What this amendment would do

Ms. Slotkin, along with Ms. Klobuchar, proposed SA 664 to the budget resolution for fiscal year 2025. As folks we voted into office make decisions about where our money goes, this amendment sets up a specific reserve fund to make sure we keep our focus on animal health, specifically regarding the avian flu.

What It Aims to Change or Add

  • Creates a deficit-neutral reserve fund focused on preventing cuts to funding and staffing for dealing with the highly pathogenic avian influenza.
  • Allows the Chairman of the Senate Committee on the Budget to change budget allocations and adjustments for legislation related to stopping the spread of animal diseases.
  • Specifically protects funding and staff, including veterinarians, who monitor, respond to, control, mitigate, and prevent the spread of the avian flu.
  • Requires that any legislation using this fund does not increase the deficit between fiscal years 2025 and 2034.
