SA 6598, submitted by Mr. Husted, aims to add a new section (SEC. 1252) to bill S. 4784. The purpose of this amendment is to require the Secretary of Commerce and the Secretary of State to provide a detailed report to Congress on the artificial intelligence (AI) capabilities of the People's Republic of China (PRC).
The amendment requires an initial report within 180 days of the Act's enactment, followed by annual reports for the next 3 years.
Key Changes and Additions
The amendment adds a requirement for the government to assess and report on the following:
- Hardware and Infrastructure: Detailed analysis of PRC-designed AI chips, semiconductor fabrication facilities, memory circuits, manufacturing equipment, and total computational capacity.
- Software and Research: Evaluations of electronic design automation (EDA) software, emerging AI research, and the impact of academic publications and patents.
- AI Models and Applications: Assessments of the most relevant AI models (including those linked to the People's Liberation Army), their training compute, and how these models are used in sectors like healthcare, finance, and surveillance.
- Robotics: Analysis of leading PRC humanoid robot manufacturers, including their production capacity and the origin of their components.
- Funding and Policy: Reports on public and foreign capital flows supporting PRC AI, the PRC's regulatory framework, and their efforts to shape global AI standards.
- Security and Controls: Evaluations of how U.S.-controlled chips are diverted to the PRC and the effectiveness of current U.S. export controls.
Reporting Requirements
- Comparison: The reports must compare PRC capabilities and production numbers with those of the United States and partner countries.
- Format: Reports must be submitted in unclassified form, though they may include a classified annex.
- Briefing: The Secretaries must provide both classified and unclassified briefings to the appropriate congressional committees within 90 days of submitting each report.
