What this amendment would do
SA 6549, submitted by Mr. Thune, aims to change how certain active-duty military personnel are counted toward end strength limitations in bill S. 4784.
The purpose of the amendment is to exclude specific active-duty members of the Armed Forces from active-duty personnel end strength limitations if they meet the following criteria:
-
Specified Entities: They are assigned to the military departments, the Defense Security Cooperation Agency, or the combatant commands.
-
Specified Duties: They are performing duties related to the Foreign Military Sales (FMS) program, supporting bilateral security cooperation at a United States embassy, or supporting intelligence requirements at a United States embassy.
Important Limitations:
-
This exclusion does not apply to any general or flag officer.
-
The exclusion only applies if additional revenues or cost avoidance from increased burdensharing by security partners and allies could be reasonably expected to offset the additional personnel costs.
