What this amendment would do
SA 6523 aims to add a requirement for a study on government-to-government coordination to improve how members of the Armed Forces transition to civilian life.
The amendment would require the Secretary of Defense, working with the Secretary of Veterans Affairs, to study the following:
-
Data transfers and interoperability, including information from the Transition Assistance Program and what is shared with State veterans agencies.
-
Data integrity, security, and cyber protections, including cybersecurity protocols for personally identifiable information and mechanisms to correct data errors that delay benefits.
-
Government-to-government coordination, including formal agreements and how Federal agencies work with State veterans agencies as partners.
-
Notification and outreach, including whether States are notified of a member's intended residence and the "warm handoff" from counselors to service officers.
-
Fiscal efficiency and program outcomes, including annual funding for the Transition Assistance Program and ways to reduce duplicative efforts.
-
Opportunities to strengthen Federal-State partnerships, such as pilot programs and the integration of State veterans service officers into the Transition Assistance Program.
The Secretary of Defense must submit the findings of this study to Congress within 180 days after the Act is enacted.
