What this amendment would do
SA 6501 is an amendment to bill S. 4784. Its purpose is to limit the use of funds for the withdrawal of the United States Armed Forces from certain eastern member countries of the North Atlantic Treaty Organization, specifically Estonia, Latvia, Lithuania, Bulgaria, Hungary, Poland, and Romania.
The amendment aims to add SEC. 1229A, which prevents funds from being used to withdraw forces—while maintaining the number of forces and types of capabilities present as of January 1, 2025—unless routine rotational movements are required.
Withdrawal is restricted until 180 days after the Secretary of Defense and the Secretary of State submit a report to Congress confirming three conditions:
- The Russian Federation has withdrawn military forces from occupied territories in Moldova, Georgia, and Ukraine.
- The Russian Federation no longer has ambitions to control the territory of sovereign neighbors in its near abroad.
- The Secretary of Defense and the Secretary of State consulted with the governments of each North Atlantic Treaty Organization member country and the leaders of those multinational battlegroups.
If any of these conditions are not met, the secretaries must submit another report within 30 days describing how the United States is protecting its national security interests in Eurasia and Europe, protecting the security of North Atlantic Treaty Organization member countries, and supporting the security of the Baltic countries and other eastern member countries.
