What this amendment would do

Mr. Schatz submitted this amendment to the congressional budget resolution for fiscal year 2025. Plain and simple, this is about keeping our elected officials and the President accountable when it comes to taxes on imported goods, known as tariffs.

What the Amendment Changes

  • It adds a deficit-neutral reserve fund to the end of title III of the budget resolution.
  • It allows the Chairman of the Committee on the Budget of the Senate to change certain financial allocations and levels.
  • These changes are meant for legislation related to congressional oversight, steps to prevent, or responses to the President putting tariffs on products from U.S. allies—specifically mentioning Canada—at higher rates than tariffs placed on products from the People's Republic of China or the Russian Federation.
  • Any legislation using this fund cannot increase the deficit over the total period of fiscal years 2025 through 2034.
