What this amendment would do

Mr. Schatz submitted SA 644, which is a proposal intended for the concurrent resolution on the budget for fiscal year 2025. Plain and simple, this amendment sets up a deficit-neutral reserve fund.

What It Aims to Change or Add

The text adds a new section to the end of title III of the budget resolution. Here is what it actually does:

  • Allows the Chairman of the Senate Committee on the Budget to revise allocations, aggregates, and other appropriate levels in the resolution.
  • Permits adjustments to the pay-as-you-go ledger.
  • Focuses on legislation relating to Congressional oversight.
  • Includes oversight of or efforts to support the principle that all collective bargaining agreements should be honored in both the public and private sectors.

To keep our elected officials accountable, it is important to note that any changes made using this fund are strictly limited. The legislation must not increase the deficit over the total period of fiscal years 2025 through 2034.
