What this amendment would do
Mr. Schatz submitted amendment SA 640 to the concurrent resolution S. Con. Res. 7 for the fiscal year 2025 budget.
The purpose of this amendment is to add a point of order in the Senate against allowing the President to restrict trade without authorization by an Act of Congress. It aims to change the rules so that the Senate cannot consider any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that would allow the President to restrict trade without that specific congressional approval.
To bypass this rule, the amendment states that a waiver, suspension, or an appeal of the ruling of the Chair requires an affirmative vote of three-fifths of the Senators chosen and sworn.
