What this amendment would do

The Southern Nevada Economic Development and Conservation Act is an amendment proposed by Ms. Cortez Masto to be added to bill S. 4784. Its purpose is to manage Federal lands in southern Nevada through land transfers, conservation efforts, and local government conveyances.

The amendment aims to add the following to the bill:

Tribal and Local Land Transfers

  • Transfers specific parcels of Federal land to be held in trust for the Moapa Band of Paiutes and the Las Vegas Paiute Tribe.
  • Conveyance of Federal land to several local entities for public purposes, including:
    • City of Boulder City
    • City of Mesquite (for Virgin River watershed protection)
    • Clark County (for public safety and wildfire response)
    • Moapa Valley Water District (for rural water supply)
    • City of North Las Vegas (for a fire training facility)

Conservation and Environmental Management

  • Establishes several Special Management Areas to protect cultural, natural, and biological resources.
  • Adds acreage to the National Wilderness Preservation System, including the creation of the Southern Paiute Wilderness and Mount Stirling Wilderness.
  • Adjusts boundaries for the Red Rock Canyon and Sloan Canyon National Conservation Areas.
  • Revokes the Ivanpah Area of Critical Environmental Concern in areas not designated as Special Management Areas.

Economic and Community Development

  • Creates a Job Creation Zone in Sloan, Nevada, to be conveyed to Clark County for nonresidential development.
  • Prioritizes the review of land disposal applications used for affordable housing.
  • Establishes four off-highway vehicle recreation areas: Laughlin, Logandale Trails, Nelson Hills, and Sandy Valley.

Infrastructure and Public Works

  • Authorizes the construction of six erosion control weirs on the lower Las Vegas Wash.
  • Allows for the design and construction of flood control facilities in the Coyote Springs Desert Tortoise Area of Critical Environmental Concern.
  • Grants a right-of-way to the Southern Nevada Water Authority for pipeline infrastructure.
