SA 6368, submitted by Mr. HUSTED, aims to add a section to bill S. 4784 to handle the transfer of specific land to the Department of Veterans Affairs.

The purpose of this amendment is to establish the process for the Montgomery County Land Bank to transfer approximately 58 acres of land in Dayton, Ohio, to the Department of Veterans Affairs.

• The land would be transferred at no cost and for no consideration.
• The Secretary of Veterans Affairs must agree to use the land as a national cemetery.
• The process to enter an agreement must begin within 30 days after the Land Bank makes an offer.
• The transfer must be accepted no later than three years after the offer.

The amendment specifically describes the land as being across from the Dayton National Cemetery and identifies the boundaries based on local intersections and a map dated January 26, 2024.

It also clarifies that the Secretary is not required or encouraged to acquire any other parcels or enter into special agreements with any entity other than the Montgomery County Land Bank.
