What this amendment would do
SA 6362, submitted by Mr. Booker and Mr. Schatz, aims to add a new section to bill S. 4784. This addition requires the Secretary of Defense to provide quarterly anonymized aggregate reports to Congress.
The purpose of these reports is to help Congress oversee the integrity of the military promotion process and identify systemic patterns.
The reports must include the following:
-
The total number of promotion actions that were paused, returned, withheld, or delayed after a promotion board made a selection.
-
Aggregate demographic data of the service members affected, specifically their race, ethnicity, sex, and gender.
-
The average length of these delays.
-
The percentage of these delayed promotions that were not executed, denied, or approved.
