What this amendment would do
SA 6328, also known as the American Decade of Sports Act, aims to add a new subtitle to bill S. 4784. Its purpose is to create a plan for the United States to use major international sporting events hosted between 2024 and 2034 to improve global leadership, diplomatic relationships, and soft power.
The amendment adds the following requirements and structures:
-
Sports Diplomacy Strategy: The Secretary of State must submit an initial 5-year strategy to congressional committees within 180 days of the Act's enactment, followed by a second 5-year strategy. These plans must include success metrics, partnership plans with stakeholders (such as host cities and athletes), and a plan to make the visa process secure and fast for international visitors.
-
Office of Sports Diplomacy: This amendment establishes an Office of Sports Diplomacy within the Department of State's Bureau of Educational and Cultural Affairs. This office is tasked with managing exchange programs and coordinating with partners, including sports leagues and trade offices, to promote international partnerships. This office will sunset 10 years after the Act is enacted.
-
Accountability and Transparency: The strategies must be posted on a public website. Additionally, the Secretary of State must provide implementation updates every 180 days and submit annual progress reports to congressional committees through December 31, 2034.
