What this amendment would do
This amendment, known as the Critical Mineral Mining Education Act of 2026, aims to address a significant personnel shortage in the United States mining industry. The shortage is caused by an aging workforce, a lack of graduates entering the field, and difficulties in keeping skilled workers.
To fix this, the amendment adds two main programs to the Mutual Educational and Cultural Exchange Act of 1961:
-
Critical Mineral Mining Fellowship Program: This program sends United States students to foreign universities with mining education programs. The goal is to build the U.S. workforce, reduce dependency on foreign mineral supplies, and increase global competitiveness.
-
Visiting Mining Scholars Program: This program brings foreign mining professionals and academics to the United States. These scholars will help U.S. colleges expand their mining programs, develop curricula, and mentor students.
The amendment authorizes $10,000,000 for each fiscal year from 2026 through 2035 to fund these programs. The entire subtitle is set to expire 10 years after the act is passed.
