What this amendment would do
SA 6317, submitted by Ms. Slotkin, aims to add a new section (SEC. 1218) to bill S. 4784. The purpose of this amendment is to stop the use of taxpayer money for the reconstruction and economic development of the Islamic Republic of Iran.
Specifically, the amendment seeks to change the bill by adding the following:
-
Sense of Congress: It states that taxpayer dollars should not be used to finance or facilitate any fund for Iran's reconstruction and economic development, including a $300,000,000,000 fund mentioned in the Islamabad Memorandum of Understanding signed by President Trump on June 17, 2026.
-
Prohibition: It forbids any funds authorized by the Act or available to the Department of Defense from being used to carry out any fund or plan for the reconstruction and economic development of the Islamic Republic of Iran.
-
Scope of Prohibition: This ban applies to things like licenses, waivers, logistical support, technical assistance, and other Department of Defense activities related to those financial transactions.
-
Exceptions: The amendment does not prohibit funds used for force protection, intelligence activities, defensive military operations, the protection of U.S. facilities, U.S. persons, the U.S. Armed Forces, or the enforcement of sanctions.
