What this amendment would do

This amendment, submitted by Mr. Moran and Ms. Cortez Masto, aims to add a new section to bill S. 4784 focused on the assessment and report on the supply chain for the generation and transmission of electricity.

The purpose of this addition is to require the Secretary of Energy to perform the following actions:

  • Conduct periodic assessments of the generation and transmission supply chain, while consulting with relevant stakeholders.

  • Submit a report to the appropriate committees of Congress no later than 1 year after the Act is enacted, and periodically after that.

The reports must include details on:

  • Efforts and opportunities to expand, secure, and strengthen the supply chain.

  • Risks, trends, and vulnerabilities regarding the availability and demand of components used for generating or transmitting electricity.

  • National security and energy security considerations.

  • Barriers to processing critical materials and manufacturing components within the United States.

  • Domestic policies that inhibit investment in the supply chain.

  • The effects of relying on any foreign entity of concern for critical materials or components.

  • Workforce challenges.

  • Identification of emerging issues and recommendations to address them and expand the supply chain.
